SBCC Capacity Assessment Tool
The Social and Behavior Change Communication (SBCC) Capacity Assessment Tool was developed to provide a participatory way for organizations to determine their competencies and ability to carry out SBCC programming in three areas:
- Planning and design,
- Program implementation, and
- Monitoring and evaluation (M&E) and research.
Ideally the Tool is administered by an impartial and skilled facilitator to a mix of staff members in the organization. In each of the three areas, the team is asked a set of key questions intended to gauge how their programming follows basic SBCC processes. The team agrees on a score for each question, and the average of those scores constitutes an overall rating. The first time the Tool is administered is considered a baseline measurement and identifies areas where strengthening may be needed. The same tool can be administered at a later point to determine if there have been improvements and where additional work may remain.
This flexible Tool can be adapted for use across a wide variety of health areas, including HIV and AIDS, malaria, family planning and maternal, and sexual and reproductive health. Users are encouraged to adapt sections of the Tool or use the particular components that best address their needs in assessing capacities of organizations implementing SBCC programs. Comments are welcome; if you prefer a word version of the Tool, please email your request to cchange@aed.org with subject line: SBCC Capacity Assessment Tool. A Portuguese version of the tool is also available.
